No. A CR2 contains a single exposure, so the output is a static WEBP. Animated WEBP needs multiple source frames, which one Canon RAW file cannot supply.

Lossy. Lossless WEBP on photographic detail produces files several times larger with no visible gain — the lossless mode exists for screenshots, diagrams and images containing text, not for EOS sensor output.
