Quality Note

GIF's 256-color palette works well for simple icons with flat colors. The limited palette actually suits favicons, which are viewed at tiny sizes where color subtlety is lost anyway.

No. ICO holds still images only, so an animated GIF is reduced to its first frame and that becomes the icon. If the animation matters, keep the GIF for display and use the ICO purely as a static favicon.

A multi-resolution ICO holding 16×16, 32×32, 48×48 and 256×256 pixel versions in one file, so Windows and browsers can choose whichever fits the context.

Partly. GIF stores single-colour transparency, and ICO supports a full alpha channel, so transparent areas do carry across — but they stay hard-edged rather than gaining the smooth anti-aliasing a PNG source would give.

Reasonable for simple flat artwork, which is what GIF handles well anyway. PNG or SVG make better sources because they keep smooth transparency and full colour, both of which matter at 32 and 256 pixels.
