For most purposes yes. The image is embedded at full pixel dimensions with 150 DPI page geometry, and you can request 72 to 600 DPI. Remember the WEBP is already lossily compressed, so the print can only be as good as that source.

It is flattened onto a white background. Placed images in this pipeline have no general transparency, so any alpha channel in the WEBP becomes solid white. Flatten deliberately in an editor first if you want a different backdrop.

No. Only the first frame is used, producing a single-page PDF. To get one page per frame you would need to export the frames as separate images first, then merge those with the multi-page option.
