Yes. Enable the multi-page PDF option and each page of the TIFF becomes a page of the PDF in order, which is the usual route for scanned document archives. Without it, only the first page is converted.

The image is embedded at full resolution. The PDF viewer may apply its own scaling for display, but the underlying data is preserved.

Excellent. This is one of the most common workflows for digitized documents — scan to TIFF for archival, convert to PDF for distribution.

Not reliably. A TIFF destined for print often carries an embedded ICC profile that PDF generation here does not preserve, so send the TIFF itself when colour accuracy is the point. PDF suits sharing and viewing rather than colour-managed print.
